The China Electronics Technology Group Corporation's 23rd Research Institute (referred to as "Institute 23"), established in 1963, has successively been directly affiliated with the Tenth Academy of the Ministry of National Defense, the Tenth Academy of the Fourth Ministry of Machinery Industry, the Tenth Research Institute of the Commission of Science, Technology and Industry for National Defense, the Ministry of Electronics Industry, and later the Ministry of Information Industry. Since 2002, it has belonged to China Electronics Technology Group Corporation Ltd.
Over nearly six decades of development, Institute 23 has emerged as a leader in electrical transmission, optical transmission, and optical sensing technologies in China, as well as a pioneer in the country's marine information equipment sector.
Headquartered in Shanghai, the institute operates across three distinct campuses: the Yangpu Campus in Shanghai’s Yangpu District, the Baoshan Campus in Shanghai’s Baoshan District, and the Jishui Campus in Jishui County, Jiangxi Province. This "one institute, three campuses" layout spans a total area of 177.42 acres, with a combined building footprint of 109,291.7 square meters—including an additional 6,600 square meters designated for future development.
According to Institute 23’s strategic positioning, the Yangpu Campus serves as its original, high-tech innovation hub, while the Baoshan Campus has evolved into a dedicated military-industrial park. Meanwhile, the Jishui Campus stands as a vital platform for fulfilling the responsibilities of a central state-owned enterprise and supporting the revitalization of the southern Jiangxi Soviet region—acting as the institute’s industrialization base.
Today, Institute 23 employs over 1,000 staff members, including more than 400 engineering and technical professionals, among whom are over 110 senior engineers. The institute boasts a distinguished roster of experts who have earned prestigious national accolades such as the "National Defense Science and Technology Progress Award," the "National May Day Labor Medal," the "National March 8th Red Banner Holder," and the "National Young Skilled Worker Award." Many of these experts also receive government allowances from the State Council. Over the years, Institute 23 has consistently earned recognition as a "Shanghai Civilized Unit" and a "Shanghai High-Tech Enterprise," among other esteemed honors.
Founded in response to China’s pioneering "Two Bombs, One Satellite" program, Institute 23 carries forward the "red gene" of dedicating itself to the nation through military service and the "blue gene" of technological innovation. Guided by its mission—to be the "main force in military electronics, the national team for cyber and information initiatives, and a strategic pillar of national science and technology"—the institute has actively contributed to some of China’s most significant national and defense projects, including the "Manned Space Program," security operations for the Olympic Games and Expo events, the Chang'e lunar exploration missions, and the BeiDou Satellite Navigation System.
To date, Institute 23 has achieved over 1,500 scientific and technological breakthroughs, with more than 400 of these innovations reaching or surpassing international advanced standards. The institute has also received over 380 awards for technological progress and holds over 260 granted patents. Notably, it has pioneered dozens of groundbreaking technologies and products in China’s three key areas—electrical transmission, optical transmission, and optical sensing—solidifying its position as a trailblazer in these fields and providing critical support for China’s drive toward self-reliance and world-class technological advancement.
As a vice-chairman unit of the China Electronic Component Association, Institute 23 proudly leads the Optoelectronic Cables & Optical Devices Branch of the association. It also chairs the National Technical Committee for Standardization of High-Frequency Cables and Connectors Used in Electronic Equipment. Additionally, the institute serves as the domestic technical authority for two key International Electrotechnical Commission (IEC) technical committees: TC46 on "Cables, Wires, Waveguides, RF Connectors, and Accessories for Communication and Signal Applications," and TC86 on "Fiber Optics." Institute 23 plays a pivotal role in spearheading the development and revision of numerous international, national, and industry-specific standards.
Internally, the institute’s Inspection Center functions as the National Quality Inspection and Testing Center for Information Transmission Lines, the Information Industry’s Quality Supervision Center for Information Transmission Lines, the Military Industrial Electronics 306 Metrology Station, the Huawei Joint Innovation Laboratory, the Commercial Aircraft Corporation of China (COMAC)-recognized testing service provider, a CQC-accredited testing laboratory, an INTERTEK-cooperating satellite lab, and a TÜV-partnered testing facility.
