The 41st Research Institute of China Electronics Technology Group Corporation (referred to as Institute 41), also known as the East China Institute of Electronic Measurement Instruments, is a specialized research institute dedicated to advanced electronic testing technologies in China. Established in 1968 in Feng County, Shaanxi Province, it relocated to Bengbu, Anhui Province, in 1982. In 1991, a branch office was set up in Qingdao, Shandong Province, creating a dynamic development model characterized by coordinated collaboration between its northern and southern campuses. Authorized and approved by the state, Institute 41 oversees several key institutions, including the "Key Laboratory of Electronic Testing Technology," the "First-Level Metrology Station for Optoelectronics," the "National Center for Quality Inspection and Testing of Electronic Instruments," and the "Comprehensive R&D Center for Electronic Testing and Support Equipment." The institute also plays a pivotal role in leading authorities within the field, such as the National Technical Committee on Standardization of Electronic Measuring Instruments. Institute 41 focuses primarily on research in electronic testing and measurement, metrology technologies, as well as the development and production of testing equipment and metrological services. It boasts a highly skilled technical and R&D team equipped with cutting-edge design simulation, experimental testing, metrological calibration, and advanced manufacturing capabilities. Additionally, the institute holds comprehensive qualifications for research, development, and production, backed by robust safety and quality assurance systems. To date, it has achieved over 1,500 scientific and technological breakthroughs, with 9 of these earning national awards and more than 300 receiving provincial or ministerial-level honors in science and technology. Instruments and solutions developed by Institute 41 are widely utilized across multiple critical sectors driving China’s modernization efforts, while also providing essential testing support for numerous major national projects.
