The China Institute of Electronics Product Reliability and Environmental Testing (also known as the 5th Research Institute of the Ministry of Industry and Information Technology, or China SaiBao Laboratory) was established in 1955 and is one of China's earliest and most authoritative institutions dedicated to reliability research. The institute’s Guangzhou headquarters currently occupies a site spanning 1.22 million square meters, with over 100,000 square meters dedicated to research and production facilities. It boasts nearly 20,000 sets of various testing, analytical, and metrological equipment, serving clients across the entire South China region.

The laboratory offers a wide range of technical services, including certified metrology, testing and inspection—from materials to complete equipment, from hardware to software, and even for complex large-scale systems—as well as data services, software evaluation, information security, technical training, standardization support, engineering supervision, energy-saving and environmental protection solutions, and the development of specialized equipment and software. The lab holds multiple certifications, testing qualifications, and authorizations, and has established robust international partnerships that facilitate mutual recognition. This enables it to conduct certification and testing activities worldwide, while also positioning China as a key player in global technical exchanges, as well as in shaping international standards and regulations. Additionally, as a directly affiliated unit of the Ministry of Industry and Information Technology, the lab provides critical technical support to industry regulators and local governments, while also delivering essential technical assistance and services to electronic information enterprises.
